David H. Carter

Whenever Janet would open the newspaper, Dave would ask if his name was in the obituaries…YES, Dave your name is in the obituaries today.
David Hal Carter was born to James Henry (Harry) and Georgia LaVere Parkin Carter in Nephi, Utah on March 24, 1951. He married Janet Shepherd in the Manti Temple on November 14, 1970. Dave and Janet raised their six children, Clete, Colby, Clay, Lacey, Josey, and Cullen in Levan. They have been blessed with 13 grandchildren.
Dave graduated from Juab High Class of 1969. He had many close friends that he continued a very close friendship with. He attended Trade Tech, now UVU, in auto body. He worked as a marble installer in Salt Lake City but wanted to be back in Nephi. He went to work at Rocking O Trailers and always said, “It was the most fun and enjoyed the people he worked with.”
Dave started working for the coal loading facility in Levan in 1975 and worked there for over 40 years. He started working for Juab County in law enforcement as a Deputy and then was the Sheriff for 22 years, serving the longest tenure in Juab County. He also worked for Millard County as a Deputy.
Dave had worked in law enforcement for over 41 years. He graduated from the FBI academy in 1986 in Quantico, Virginia. Dave attended numerous trainings and obtained many certifications in all aspects of law enforcement. He served on Utah State POST council, and concealed weapons board and numerous other boards including the Board of Directors of the Utah Sheriff’s Association. He was on the National Task Force for MX Missles. He received the Honorary Life Member of the Utah State PTA. He was awarded the Lawman of the Year, Sheriff of the Year, and other numerous recognitions. He was awarded the Ute Stampede Horse Parade Grand Marshall in 2012. Dave was also recognized by the State of Utah as Brand Inspector of the Year.
He was employed by the State of Utah as the Livestock Investigator for the Department of Agriculture. Dave loved his job and all the people he worked with. He traveled the state meeting the greatest people and could ride his horse and take his dog with him. He really enjoyed working with farmers, ranchers, and livestock producers. Dave said most of these people lived by pioneer values, hard work, and honesty and truly believed that your handshake is your bond.
Dave enjoyed working with youth in the schools, 4-H, little league football, and scouts. He had taken his family and scouts on horse packing trips to the Uintas and many other places. Dave had been involved with horses his entire life. He recently received a certificate from the American Quarter Horse Association for breeding and raising Quarter Horses for over 30 years. He has passed down his love of horses, dogs and animals to his children and grandchildren. He loved spending time with his grandchildren and enjoyed taking them whenever he was working on the farm. He always had his grandchildren along with plenty of neighborhood kids to go with him in the water truck. He had a special bond with Kyson, Kambree, Brittney, and Rylee. He enjoyed riding horses, camping, hunting and spending time with his family. He enjoyed traveling and took many special trips with friends and family. Dave was very thankful for his association with so many good people over the years. He was especially grateful to those who were supportive and the good friends who had stayed in constant contact, and were frequently stopping by or calling. Dave always said, “Family, friends and the association we have are the important things in this life.”
Dave had a strong testimony of the gospel of Jesus Christ and the plan of Salvation. He held many callings in the Church of Jesus Christ of Latter Day Saints.
Dave will be greatly missed by his wife Janet, their children and grandchildren: Clete and Cassa (Shayda, Justice, and Whit), Colby and Tanele (Conlin, Lawson, and Eastyn), Clay, Lacey and Cory (Ethan, Zane, and Ty), Josey and Matthew (Graycee, Gentri, and Baby), Cullen and Hailey (Cashlee). Siblings: Art (Juanita) Carter, Merrill (Dody) Carter, Myrna (Ken) Ashby, Jerry (Myrna) Carter, Myda (Jim) Carter, Margaret (Bryce) Howard. Several horses throughout his lifetime he counted as friends: Tony, Hondo, Lefty, Blacky, Short Grub, and his trusty dog sidekick, Whip.
The family wishes to express our gratitude for the many kindnesses that we have received. We would also like to give a special thanks to E 800 at LDS hospital and the ICU for all the love and care he received over the last 7 months and to the Levan Relief Society for their compassionate service. Thank you to all of the friends and family who continually called, visited and cared for Dave.
Funeral services will be held Thursday March 9 at noon in Nephi, Utah at the Nephi Stake Center 351 North 100 West. A viewing will be held Wednesday night March 8 at the Nephi Stake Center from 6pm to 8pm and Thursday prior to the service from 9:30 am to 11:45. Burial will be at the Nephi Vine Bluff cemetery.
