MILLARD COUNTY Building Official-Inspector / Planner Reports to: Board of Millard County Commissioners Department: County Offices - Delta Classification: Full-Time, Non Exempt Date Written: March 1, 2017 JOB SUMMARY: Performs planning, directing, and coordinating activities of the Building Department; coordinates, oversees and participates in plan checking operations; performs various inspections, ensures continued compliance with all codes and performs routine and complex functions, program assistance and special project coordination. Performs a variety of professional and technical duties related to current development and/ or zoning compliance and enforcement. Fulfills all statutory obligations of the County Building and Planning Department as directed by the Board of County Commissioners. This position is filled by selection from the elected County Commissioners. It is a competitive hiring position. ESSENTIAL FUNCTIONS: 1. Process and issue all categories of building permit applications. 2. Interact with members of residential and business communities including answering questions, addressing complaints and assisting with potential applications, plans and other submissions. 3. Enforce all ICC Building Codes adopted by Millard County. 4. Perform any and all types of inspections related to building construction. 5. Monitor, inspect, report and follow up on approved development, use permits or other authority to ensure initial and ongoing compliance with adopted ICC codes, regulations and County-imposed requirements. 6. Respond to building department code violation complaints. 7. Supervise performance of support staff functions. 8. Exercise confidentiality in the performance of job duties, including legal, real estate or other potentially sensitive matters. 9. Enforce licensing of contractors. 10. Responsible for ensuring conformity with and enforcement of the Millard County Land Use Ordinance (Zoning Ordinances) including the Millard County Subdivision Ordinance. 11. Conduct field studies and inspections for Zoning Ordinance enforcement for planning projects. 12. Assign addresses for buildings and facilities in the unincorporated areas of Millard County utilizing GPS and GIS technology. 13. Develop charts, maps, photographs and other illustrative materials for presentation to the Millard County Planning Commission. 14. Receive and review applications for zone changes, changes to the Land Use Ordinance text, variances, use permits, and all other applications pertaining to Planning & Zoning. 15. Perform field investigations for applications for variances, zone changes, use permits, etc. 16. Assist the public by answering questions about zoning issues and assist in filling out applications for zone changes, conditional use permits, etc. 16. Deal appropriately with people in situations that may, at times, become confrontational, stressful, and/or uncomfortable. 17. Review site plans and subdivisions for conformance to development requirements of Millard County and coordinate information between other county and city reviewing departments and the applicant(s). 18. Assess current land uses and the effectiveness of existing policies and zoning ordinances. 19. Understand the needs of the County and communities by working with residents, elected officials, agencies and special interest groups. 20. Prepare, issue and monitor the administration of all Conditional Use Permits issued within the County with the approval of the Planning Commission and or Board of County Commissioners. 21. Attend all Planning Commission meetings and Board of County Commission meetings as needed. 22. Help in the preparation of packets for Planning Commission meetings and write staff reports for each application. 23. Maintain and update the Millard County General Plan and Millard County Zoning Ordinance and maps with changes as they occur. 24. Report to the Millard County Commissioners all pending zoning issues. 25. Perform other assignments as directed by the Millard County Commission. ADDITIONAL RESPONSIBILITIES: The Millard County Building Official / Planner must comply with all policies and procedures as set forth in the Millard County Policies and Procedures Manual. The employee should attend any training conferences which are determined by the Board of Millard County Commissioners to be beneficial to the training and continuing education for this position. Attendance at such conferences is contingent upon favorable scheduling times and budget restraints. KNOWLEDGE, SKILLS, AND ABILITIES: 1. Working knowledge of the IBC (International Building Code), IMC (International Mechanical Code), NEC (National Electrical Code) and IPC (International Plumbing Code). 2. Working knowledge of the Millard County Zoning Ordinance. 3. Working knowledge of the Millard County General Plan. 4. Must possess and use good interpersonal skills with other employees and the public. 5. Must be able to perform and/or manage multiple tasks, projects and priorities concurrently. 6. Interpret building codes and work with builders, property owners and craftsmen in making changes necessary to conform with codes. 7. Must possess and utilize good spelling, grammatical and verbal skills. 8. Must be efficient, a self-starter, an independent worker, a detail person and possess good working habits. 9. Must possess acceptable ICC certifications for residential and commercial buildings to include IBC (International Building Code), IMC (International Mechanical Code), NEC (National Electrical Code) and IPC (International Plumbing Code). Delta City is requesting proposals from qualified individuals and companies to provide audio visual equipment, video surveillance cameras, related equipment and installation at existing Delta City facilities. The successful vendor will be required to provide, install, and configure all camera, camera accessories, mounting hardware including any needed mounting poles, analytics, power/data cabling and termination, conduit where needed, and training for the use of the completed surveillance system (collectively a “Surveillance System”). A pre-proposal meeting and site visit has been scheduled for March 6, 2017 at 4:00PM at the Delta City offices, 76 North 200 West, Delta, UT, 84624. Any contract awarded will be subject to the financial assistance contract between Delta City and the CDBG.
