Purpose of Public Notice The Utah Department of Environmental Quality (DEQ) is soliciting comments on the request to issue a ground water discharge permit as described below. The ground water discharge permit is issued by the Director of the Division of Water Quality under authority of the Utah Water Quality Act, Section 19-5-106(g) Utah Code Ann. 1953, as amended and Utah Administrative Code R317-6. Under Section 19-1-301.5, effective May 8, 2012, a person who wishes to challenge a Permit Order may only raise an issue or argument during an adjudicatory proceeding that was raised during the public comment period and was supported with sufficient information or documentation to enable the Director to fully consider the substance and significance of the issue. Permit Information Permittee Name: Andrade Christensen Facility Location: 7.6 Miles northwest of Fillmore, Millard County Mailing Address: J and J Swine, LLC 1065 East 150 North Springville, UT 84663 Groundwater Discharge Permit No.UGW270011 is being issued for the construction and operation of a swine production farm. Christensen Finisher Farm will construct and operate one farm site comprised of 4 barns with 8800 total hogs and a single, 3.7 million gallon containment basin approximately 7.6 miles northwest of Fillmore in Millard County, UT. The containment basin will receive waste water from swine production operations and is sized to hold accumulated discharge from barn operations temporarily. Manure will be removed annually from the containment basin and used for land application and fertilization of nearby agricultural acreage. The basin is lined with a flexible membrane liner for the protection of ground water and monitoring wells will be installed to detect leakage. The ground water quality beneath the farm site is considered Class 1A Pristine Ground Water until site-specific data can be collected from monitoring wells to be installed at the site to determine another classification. All comments received prior to close of business Friday, March 16, 2018, will be considered in the formulation of final determinations to be imposed on the permit. A public hearing may be held if written requests are received within the first 15 days of this public comment period that demonstrate significant public interest and substantive issues exist to warrant holding a hearing.
