ACTION: Notice of Availability of an Environmental Assessment 

SUMMARY: Notice is hereby given that the Rural Utilities Service (RUS), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by Leamington Town. The proposal is for construction of improvements to the town’s existing culinary water system. The improvements include a new culinary water well and well house to replace the town’s existing dilapidated well. Leamington Town has submitted an application to RUS for funding of the proposal.

SUPPLEMENTARY INFORMATION: The proposed project would consist of the following: 

The proposed project would include drilling a new culinary water well to replace the existing well as the primary source of culinary water. The new well would be drilled in one of two locations. The northern potential well site is located just south of the Leamington Canal on Center Street, and the southern potential well site is located just southeast of the SR-125 crossing of the Central Utah Canal (see map shown below). A pilot hole would be drilled at one of the sites to determine whether it is suitable for a well site or not. If it is suitable, the new well would be drilled and the well components installed. If the site is not suitable, the well would be installed at the other well site. The new well pump house would be constructed, and the building would be connected to 3-phase power. The well piping would be connected to Leamington’s existing culinary water system. After the new well construction was complete, the existing well would be abandoned. The proposed project would disturb approximately 0.8 acres of land. 

Jones & DeMille Engineering, an engineering and environmental consultant, prepared an environmental assessment for RUS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. RUS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. 

Questions and comments should be sent to RUS at the address provided. RUS will accept questions and comments on the environmental assessment for [14] days from the date of publication of this notice. 

Any final action by RUS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
